Considering the kind, quantity and distribution of organic und anorganic pollutants as well taking into account the hydrological geochemistry of contaminated areas and their environs it is possible to formulate the factor for natural decomposition in order to make decisions about the redevelopment for certain contaminated areas as long as it is quantifiable.

A solution for the quantifiaction of natural decomposition is the derivation of the specific gradient of concentration ic. The specific gradient of concentration ic describes the change in concentration of pollutants being released from anthropogenic sources in the ground water flow.

There is great number of known systems for surface coverage and the focus of this patent is the improvement in building up of the structure of geosynthetical sealing layers for water holding capacity in order to prevent from drying out of sealing layer and the more possible throughflow.

JENA-GEOS®-Engineering Office Ltd. established a tool for the cost forecast for the remedy against pollutated or contaminated areas called "KOBALT".

KOBALT is an instruction guide for the determination of commensurability of measures with reference to the redevelopment of soils and groundwater in polluted areas. KOBALT is a petty patent and it is protected by copyright from the 28th March of 2002. Based on the endagering assessment according to the federal laws for soil protection (BBodSchG) a scenario of redevelopment is derived taking into consideration the function of soils, planning regulations for site utilization and matters of public concern as well the interests of the industry and public. The scenario of redevelopment is established in accordance with the principle of economic commensurability.
